Statement of Qualifications Minimize

During 14 years of environmental consulting, I have worked hundreds of sites, especially petroleum-related ones. The work has involved everything from minor spill cleanups and monitoring well sampling through large scale assessment and remediation. The following are example projects that illustrate the scope of my skills and experience.

Environmental Condition of Property Reports

2009 - Current

Conduct Environmental Condition of Property investigations for the Department of Defense, subcontracted for over 30 military properties.  Detailed review of documents provided by the military for issues of environmental concern.  Writing reports following strict military templates and guidelines.  Guiding reports through detailed, multiply step review process.

Low Flow Groundwater Monitoring Well Sampling

2012

Calibrating, decontaminating, and maintaining equipment necessary to sample groundwater monitoring wells in via low flow protocol.  Adjust flow and taking routine measurements for water parameters until stabilization. Collecting groundwater sample and conducting field preservations.  Keeping notes, recording measurements, and completing associated paperwork.   Proper handling of samples under Chain-of-Custody procedures.  Proper packing and shipping of samples for overnight delivery vai FedEx.

Hazardous Waste Facility Closure

2012

Closure of two large buildings previously used for handling of storage of hazardous materials.  Closure involved vacuuming and power washing all interior surfaces.   Duties included field supervisor, health and safety procedures ensuring worker safety, maintaining strict decontamination protocols to ensure no material escaped the buildings, documentation of all activities, evaluation and guidance of cleanup to required standards, and coordinating with other contractors onsite.


Heath and Safety Officer

2011 – 2012

Perform health and safety oversight and hazardous waste facility closure of subcontractors on an industrial site under redevelopment.  Duties include enforcing health and safety regulations, training subcontractors on health and safety procedures, developing strategies to perform work in a safer manner, and maintaining detailed log book of all activities conducted onsite.   This project included additional training and experience in fall protection in order to oversight the roofing contractors

Phase I Environmental Site Assessments

1999 – Current

Conducted Phase I ESAs for over 200 sites throughout NC, SC, and VA.   Scope of work included proposals, pricing, subcontracted services, regulatory record search, aerial photograph and Sanborn Fire Insurance Map acquisitions, deed searches, site visits, interviews, report writing, and invoicing.    Sites ranged in size from small wooded lots to 100 acre industrial facilities.    Project scopes ranged from single properties to 80-100 site mass acquisitions.

UST Closure Activities

2000 – 2008

Example 2005 Project:

Managed scientific aspects of UST removal at a local gas station, including proposals, subcontractors, trust fund paperwork, scheduling, budgets, invoicing, and supervised and directed field scientists.  In addition, wrote all reports, negotiated with regulators, and handled client relationship.    Site was fast tracked from contract signature to Notice of No Further Action within six months.   Scope of work included removal of five USTs totaling 54,000-gallons, excavation and disposal of 2,800 tons of contaminated soil, soil sampling, completion of UST Closure Report, monitoring well installation and sampling, and completion of Limited Site Assessment Report. 


Petroleum Spill Cleanup

2000 – 2008

Example 2006 Project

Conducted and managed onsite cleanup of 1,400-gallon jet fuel tanker spill at a terminal in Richmond, Virginia.   Task included determining extent of excavation, collecting soil samples, handling subcontractors, client relations, negotiating cost and time saving measures, negotiating with State regulators and adjacent property owners, writing reports, budgets, invoicing, and reviewing subcontractor direct to client invoices for accuracy.  Scope of work included removal of 600 tons of contaminated soil, 3,300-gallons of contaminated surface water, and site restoration. 

LUST Assessment and Remediation

2000 – 2008

Example 2007 Project

Conducted field work and management as site progressed through the phases of work.  Scope of work included release discovery, Limited Site Assessment, Comprehensive Site Assessment, Corrective Action Plan, Remediation system installation, operation, and maintenance, routine Groundwater Monitoring Sampling and Reporting,  assessment of secondary release at year 5, conducting multiple Mobile Multi-Phase Extraction (MMPE) events to remove 11-feet of free product from the groundwater table, Comprehensive Site Assessment Addendum, UST Closure in year 6, replacement of adjacent private water supply wells, and advised client’s lawyers during resulting lawsuit  from neighbors with contaminated water supply wells. 

Example 2005 Project

Conducted LUST assessment at a local active high school.   Scope of work included the 20-day report, Site Check, Limited Site Assessment, Comprehensive Site Assessment, and multiple Aggressive Fluid Vapor Recovery (AFVR) events.   In addition to field work and report writing, managed the project, including proposals, subcontractors, trust fund paperwork, scheduling, budgets, and invoicing.   Site was complicated by working with schedules to not disrupt classes and security requirements for student safety.

Groundwater Remediation Project Manager

2000 – 2008

Simultaneously managed all aspects of over 100 active and natural attenuation UST remediation sites throughout NC, SC, and VA.  This included everything from scheduling, arranging maintenance, trust fund paperwork, sampling groundwater monitoring wells, selecting and managing laboratories, writing reports, balancing budgets, and invoicing clients.    Created scheduling structure that was responsive to budget cycle and closely tracked trust fund costs.

Public Water Supply Well Compliance Sampling Manager

2000 - 2008

Managed all aspects for public water supply well compliance sampling for fecal coliform for numerous sites in NC.  Management included scheduling, laboratory relations, field sampling, report writing, repeat sampling, well sanitizing, and public notifications.


Environmental Audits

1999

Conducted environmental audits (for insurance purposes) of 60 fertilizer and agricultural chemical distribution centers scattered from Chicago to New Orleans and western Kansas to Florence, SC.   All site visits with reports written and submitted the same day
